Carroll Staats was elected to serve on the Jackson County Board of Education from the Northern District in 2002. He is married to Jenny Hardman Staats, a retired Jackson County teacher. They have two children, Adam and Anne, and are the proud grandparents of Taylor Combs.
Carroll was born and educated in Jackson County and attended one-room schools at Rocky Knob and Wilding in grades 1 through 8. He attended and graduated from Ravenswood High School with the Class of 1954. An AB Degree in Secondary Education with majors in biological sciences and social studies was earned at Glenville State College. While teaching in the state of Maryland, he earned a Masters Degree in Educational Administration at the University of Maryland Post graduate education was completed at several universities including Marshall University and West Virginia University.

Upon returning to Jackson County in 1967, he served as Principal of Ravenswood High School . After several years as principal, he moved to the board of education offices in Ripley where he served in several capacities, including assistant superintendent and treasurer, and retired after serving 12 years as county superintendent of schools for Jackson County.

In recent years since retiring, he has contracted with the West Virginia Board of Education Office of Education Performance Audits to perform education audits on county school districts. He serves on the Glenville State College Alumni Council, the Region V Education Service Agency Board of Directors and the Jackson General Hospital Foundation.
